Biography

Ahmed Baghdady is an research project manager at the RAND-Qatar Policy Institute in Doha, Qatar. His research interests are strategic management, human resources development in education, and transnational higher education. He has served on numerous RAND projects, including projects to advise Qatar University and the Supreme Education Council on strategy and strategic planning and to help the Abu Dhabi Police develop a policy research and analysis institution. Baghdady joined RAND in 2007 after working for two years at the Institute of International Education (IIE) as a program manager in the Higher Education Reform Project in Qatar. Prior to his move to Qatar, he was the coordinator and then director of the USAID-funded English Language Training Program administered by AMIDEAST in Egypt for five years.

Baghdady received a B.Ed. in English language teaching in 1995 and taught English language, business skills, and teacher training at the American University in Cairo; the Fulbright Education Center; AMIDEAST; and other institutions in Egypt for five years. Baghdady holds an M.Sc. degree in educational leadership from the University of Leicester, where he is currently enrolled in the Doctor of Education (Ed.D.) Program in educational leadership.
