Stephanie Chan is a Ph.D. candidate at the Pardee RAND Graduate School and an assistant policy analyst at RAND. Before coming to RAND, Chan was most recently a budget analyst managing the Medicaid budget at the New York City Mayor's Office of Management and Budget. There she prepared financial projections, analytical reports, and cost evaluations of legislative changes. She holds an M.A. in economics from New York University and a B.S. in policy analysis and management from Cornell University. Chan's volunteer work has taken her around the world, including China, Sri Lanka, South Africa, and Germany.
