Biography

Charlie Edwards is a research leader at RAND Europe. Prior to joining RAND Europe, he was a senior researcher at the think tank Demos, where he led the Security Programme. His work encompassed national security, counter-terrorism, resilience, and defence policy. In 2009 Edwards left Demos on a two-year secondment as Deputy Director for Strategy and Planning in the Office for Security and Counter Terrorism (Home Office). In this role he was responsible for the development of the UK's counter-terrorism strategy (CONTEST 2011) and was the official charged with independent oversight of the Prevent Review.
