Biography

Flournoy is director of the RAND Gulf States Policy Institute. Before coming to RAND, Flournoy was the founder, president, and chief executive officer of the Louisiana Association of Nonprofit Organizations; founder of CENTERPOINT, a referral center for the homeless; and chair of the National Council of Nonprofit Associations. She currently serves on the Public Policy Committee of Independent Sector, a leadership forum for charities, foundations, and corporate giving programs; and on the National Advisory Board of the Standards for Excellence Institute, an initiative of the Maryland Association of Nonprofit Organizations. In addition to her long-standing commitment to the nonprofit sector, Melissa has legislative experience: From 1992 to 1996, she served in the Louisiana House of Representatives, representing her district in Shreveport.
