Jeffrey Garnett

Biography
Jeffrey Garnett is a Research Assistant at RAND Corporation, working primarily with the RAND Health unit. He has background in a wide variety of research topics, with extensive experience in program evaluation, research design, and survey methodologies, and a broad focus in outcomes research involving quantitative and qualitative research methods and behavior change interventions. Garnett has been involved with evaluations of HIV/AIDS services, financial education interventions, psychological health programs for military service members, as well as an analysis of international disaster management practices. In addition, Garnett has contributed to international studies of the social, economic, and risk behavior outcomes among HIV patients receiving antiretroviral treatment. Before joining RAND, he managed an evaluation of a federally funded program designed to expand HIV services in underserved communities by developing HIV service capacity in small and medium-sized primary medical clinics, through the provision of free technical assistance. He has also explored issues surrounding international health and economic development, including comparative health insurance systems, nutrition intervention research, and aid effectiveness. Garnett earned his Master of Public Policy at the UCLA School of Public Affairs.
