Biography

Julie Kim is a senior engineer at the RAND Corporation. She also served as director of Asia-Pacific Infrastructure initiative from 2005 to 2007. Prior to joining RAND in 2005, she was the founding executive director of Collaboratory for Research in Global Project at Stanfor University. Prior to this, she held various senior executive positions with major U.S. engineering firms and had over 20 years of experience in large-scale infrastructure development projects in the U.S. and Asia Pacific.

Her project experience in infrastructure planning and policy includes a broad range of topics from transportation planning and security, large-scale real property development, public-private partnerships, to supply chain and logistics. In early part of her career, she specialized in airport planning and worked on several of the major hub airports in the U.S. and Asia.

Since joining RAND, she has focused on resource management and logistics research for the Project Air Force. Among others, her project experience has included topics related to depot maintenance planning and programming, base installation planning, software and weapon system acquisition assessment, supply chain IT system development, and organizational complexity and performance metrics.
