Biography

David Kryl is a research leader in the RAND Europe Innovation and Technology Policy team. Most of his time is spent on a Department of Health (England) project to implement a monitoring and evaluation system for the National Institute for Health Research. He is both implementing a reporting framework and related strategies for this funding organization, and leading evaluations of the effectiveness of funding programmes in matching stated policy.

Kryl joined RAND Europe from Cancer Research UK, a research charity, where he helped establish both quantitative metrics and qualitative impact assessment frameworks for scientific research programmes. Prior to this, he worked to build science capacity in developing countries both in the private sector, through a biotech start-up, and within the United Nations System.

Kryl received his Ph.D. from the Faculty of Medicine, McGill University, and supplemented this with an economics degree from the University of London.
