Leslie Mullins is an assistant policy analyst at the RAND Corporation and a doctoral fellow at the Pardee RAND Graduate School. Mullins has over ten years of experience in affordable housing finance, community development, homelessness, supportive housing and affordable housing development. Prior to joining RAND, Mullins created and implemented the City of Oakland's Preservation and Rehabilitation of Existing Affordable Housing funding program. Mullins holds a M.C.P. in city planning from Massachusetts Institute of Technology and a B.S. in civil engineering from Carnegie Mellon University.
