Biography

Hanine Salem is the director of RAND's Abu Dhabi office. Much of Salem's work interest is concerned with results-oriented public management methods such as strategic planning, organizational performance management and measurement, program evaluation, and quality improvement methods. Most of this work focuses on the adoption of these approaches, issues regarding their implementation, and their usefulness in decisionmaking and helping public administrators manage agencies and programs more effectively. Salem's work at RAND largely focuses on public reform, evaluation of the implementation of education policies, and examination of topics related to human capital formation and skills attainment in the Arab World. She led several large projects to develop strategies for major public entities in order to support ambitious sector-wide reforms. Prior to joining RAND, Salem was a UNDP Advisor to two Ministers of Administrative Reform in Lebanon. She introduced concepts of organizational performance management and measurement in the Lebanese public sector and developed a national performance-based reporting system. Salem holds a Ph.D. in organizational performance measurement from the University of Strathclyde, UK.
