Mirka Vuollo is a member of RAND's formative consulting team tasked with reforming the K-12 school system of Qatar. She has previously worked for the United Nations High Commissioner for Refugees (UNHCR) in Geneva, Switzerland and for UCLA Extension. She has also worked for the Finnish Foreign Ministry and the German Parliament in the field of human rights and democracy issues, and participated in the democracy training of Estonian political leaders after the country regained its independence in the early 1990's. Mirka has an M.A. in political science with emphasis on international relations from the University of Cologne in Germany. She is trilingual in Finnish, German and English and has a working knowledge of Swedish and French. Areas of interest include international education and human rights.
