Evaluation of California Charter Schools
Dominic Brewer and Ron Zimmer

Nationwide, charter schools represent the fastest growing segment of the school choice movement, which aims to reform education by increasing parental choice and decreasing institutional regulations. Although there have been some studies of how charter schools operate, there is little systematic or rigorous analysis of the ultimate effects of these schools on student outcomes. This study is designed not only to provide a comprehensive assessment of how charter schools differ from conventional public schools in governance, staffing, and finances, but also an objective evaluation of the effectiveness of California charter schools.
