Shirley Ruhe
Shirley Ruhe is the Director of the Office of Congressional Relations at the RAND Corporation. Prior to coming to RAND in December 2000 she had a budget and legislative consulting business for five years. Most of her professional career was spent on the Budget Committee in the House of Representatives where she was Director of Budget Policy, managing a staff of 25 policy analysts who produced the House Concurrent Budget Resolution each year for Congress.
Ms. Ruhe received her B.S. with a major in Technical Journalism and an M.S. with a major in comparative government from Iowa State University, graduating Phi Kappa Phi.
