Evaluation of the Independent School Reform, 2005-2007
To monitor and evaluate the implementation of the Independent school reform, the RAND team conducted a case-study analysis of 12 Independent schools and four Ministry schools from November 2005 through May 2007. Data were drawn from extensive classroom observations; interviews with principals and administrators; and focus groups with teachers, students, and parents. The team also used data from the Qatar National Education Database System to compare school characteristics, teacher characteristics, instructional practices, and student achievement in Independent and Ministry schools.
