Health care reform proposals are inspiring intense debates on Capitol Hill and in town hall meetings across the nation. While several contentious issues have dominated the discussion—such as a public option for insurance coverage and how to curtail health care spending—questions remain on how to effectively improve affordability, access to care, and quality of care. Join us as a group of RAND's leading health policy experts assess recent congressional proposals in light of these dimensions and reflect on the lessons from a RAND analysis of Massachusetts' universal health care plan, which some consider a model for many of the reform proposals currently under consideration.

Featured Speakers

Elizabeth McGlynn holds the Distinguished Chair in Health Quality at RAND and serves as associate director of RAND Health. She is an expert on methods for assessing and reporting on the quality and efficiency of health care delivery at the physician, medical group, hospital, health plan, regional, and national level. She is a member of the Institute of Medicine, serves on a variety of national advisory committees, and serves on the editorial boards for Health Services Research and Milbank Quarterly.

Jeffrey Wasserman is a senior policy researcher at RAND. With McGlynn, he is coleading RAND Health's COMPARE initiative, which has developed a comprehensive framework and methods for evaluating a wide range of health policy proposals being considered at the federal and state level as well as by the private sector. Recently, Wasserman led projects on financing the health services safety net and on how the U.S. Department of Veterans Affairs could modify its budget-allocation mechanism to better serve the health care needs of veterans.

Peter Hussey is a policy researcher at RAND. He has conducted research on topics such as episode-based payment and performance measurement approaches, health care efficiency measurement, and quality improvement. He has participated in evaluations of delivery system reform options at the national level and in Massachusetts. He has also conducted multiple studies on international health system comparisons, international comparisons of health care quality, and international physician migration. Before joining RAND, he coordinated an international effort to compare health care quality at the Organisation for Economic Co-operation and Development.
