Meeting Purpose

November 23rd Session : Panel members will be briefed by leadership and staff at U.S. Northern Command and will engage in discussion about the activities of U.S. Northern Command that relate to the panel’s congressionally mandated tasks. Briefings and discussion will be classified.

November 24 Session : The purpose of this session is to obtain information on the role of the Defense Coordinating Officer (DCO); and on the mission and activities of the U.S. Marine Corps Chemical-Biological Incident Response Force (CBIRF), the National Guard Chemical, Biological, Radiological, Nuclear, and Conventional High-Explosives Enhanced Force Package (CERFP), and National Guard Civil Support Team (CST). The meeting will include a briefing by the Subpanel on Plans and Programs for Training and Equipping, who observed the Illinois National Guard’s “Joint Eagle” exercise in October. Discussion will also focus on the status of current research topics and plans for future full panel and subpanel meetings.

Panel Mission

This Advisory Panel will assess authorities and capabilities for DoD support for CBRNE (Chemical, Biological, Radiological, Nuclear and Explosives) incidents in areas of:

  • policies, programs, directives, and plans for training and equipping forces;
  • conducting support operations; coordinating with other Federal agencies;
  • obtaining information from States and localities;
  • other DoD equipment needs;
  • the number and location of additional National Guard Civil Support Teams (if any); and
  • the methodology and process behind establishing and maintaining, and the plans and programs for resourcing, dedicated, special, and general purpose forces.
