The RAND Center for Employer-Sponsored Health and Pension Benefits conducts economic and related applied research studies across the array of employee benefits issues and topics that reflect the policy interests of the Department of Labor and its Pension and Welfare Benefits Administration (PWBA). The PWBA has special responsibility for protecting the integrity of pensions, health plans, and other employee benefits and for developing policies and laws that encourage the growth of employment-based benefits and deter and correct violation of the relevant statutes.

Research agenda

Examples of recent studies conducted within the Center include:

  • The Changing Role of Private Pensions in Providing Income Security During Retirement

  • Research on Gender Differences in Access to Employer-Sponsored Benefits Among Older Workers

  • Health Insurance and Retirement Among Older Women Workers

  • Cashing Out Tax-Protected Retirement Accounts

  • The Effects of Large Capital Gains on Work and Consumption

  • Health Insurance and Local Labor Market Conditions

  • Pooled Purchasing and Self-Insured Employers

  • Understanding the Legal Implications of Erisa Reform

  • Coverage Decisionmaking in Managed Care Organizations

Conferences and meeting

In January, the Center sponsored a Conference on Retirement Research and Public Policy. The presentations and discussions focused on the role of employment-based benefits on income security in retirement and retirement behavior of older workers.
