Lee H. Hilborne (MD-UCSD 1982; MPH-UCLA 1988) is Deputy Director for Global Health at the RAND Corporation in Santa Monica. He is currently involved in a number of RAND projects including evaluation of Pay for Performance for Breast Cancer in Taiwan and the creation of a health services research center in Singapore. He is co-Principal Investigator on a project to develop a conceptual framework for redesign of the National Hospital Discharge Survey. Past RAND work includes a leadership and research role in the development of a National Health Authority (NHA) for the State of Qatar, the evaluation of potential causes of Gulf War Illnesses and development of Appropriateness of Care criteria for a set of seven common clinical conditions.

Dr. Hilborne is also the Director of the UCLA Center for Patient Safety and Quality, a Professor of Pathology and Laboratory Medicine at UCLA and the Director of SAFER California Healthcare. For ten years Dr. Hilborne was Director of Quality Management Services and Associate Director at the UCLA Medical Center. In this role, he was responsible, among other responsibilities, for working with the Quality Improvement Organization in California and leading the organizational efforts to implement performance measurement, particularly core measures. Dr. Hilborne served on the Clinical Evaluative Sciences Council of the University HealthSystem Consortium where he helped design performance measurement tools for academic medical centers. He continues to work with the Medical Center to address quality and reimbursement issues for Medicare and other patients. In addition, he is working with the QIO on several of their quality collaborative projects including the Patient Safety Event Taxonomy project and served as keynote speaker on patient safety at a recent set of eight conferences sponsored by the Hospital Quality division at Lumetra.

Dr. Hilborne serves on a number of editorial boards and is President-Elect of the American Society for Clinical Pathology (ASCP) and a member of the Board of Directors of the Institute for Medical Quality (IMQ) and California Institute for Health Systems Performance (CIHSP). He is a member of the Joint Commission's Professional and Technical Advisory Committee for Hospitals. He recently completed service on Medicare's Ambulatory Payment Classification Advisory Committee and has just started serving on the Clinical Laboratory Improvement Advisory Committee (CLIAC). He also is the American Hospital Association's representative to the AMA's CPT Editorial Panel and on various professional committees of the ASCP and the College of American Pathologists.
