RAND developed an easy to use quality improvement toolkit that includes strategies, tips and resources designed to assist state and local public health professionals in applying a quality improvement (QI) approach to their emergency preparedness activities, particularly for pandemic influenza preparedness.

Develop Capability-Based Performance Measures for Public Health Emergency Preparedness

This project entails working with the Centers for Disease Control's (CDC) Division of State and Local Readiness and other key stakeholders in developing a standardized and robust set of capability-based performance measures of state and local public health emergency preparedness.

Quality Improvement Learning Collaborative

RAND organized a pilot quality improvement (QI) learning collaborative designed to assist public health organizations to apply QI methods originally developed in manufacturing to public health, specifically in the context of preparing for an influenza pandemic.

Develop Measures of Laboratory Surge Capacity

RAND has created a performance measurement tool for public health laboratory surge capacity to determine if a laboratory can accurately perform a test, but that it can accurately perform a high volume of tests under stress.

Quality Improvement in Public Health Preparedness

This study examined the quality improvement (QI) practices used in a small group of public health departments nominated as having promising practices with respect to QI overall and in public health emergency preparedness in particular. This work led to several recommendations aimed at allowing QI to flourish and become standard practice.
