Request for Discussion Papers on Identified Issues

The panels responsible for the topic areas and issues being addressed in the program are seeking contributions of information on specific key issues that have been identified for each topic area. We are inviting individuals or organizations with experience or knowledge in one of these issues to prepare written discussion papers that will contribute to the knowledge base or policy considerations. The paper may draw upon your own work or it may synthesize information across research and operating experiences of organizations in the field. Please adhere to the following guidelines in preparing and submitting discussion papers:

  • Address only one key issue in any given discussion paper. If you wish to comment on more than one issue, you may submit a separate discussion paper for each one.
  • The discussion paper should be no more than fifteen (15) double-space pages in length.
  • At the top of the discussion paper, please identify the specific program topic area and issue you are addressing.
  • The discussion paper should include the following items:
-A brief summary of the contents of the paper, including key information and conclusions

-A statement of the policy context for the information you are presenting

-Factual information you believe should be considered in the discussion of the issue

-Your assessment of the issue and policy recommendations.
  • Please provide your name, affiliation, and contact information so that we may follow up with any questions.
