What would it take for a Palestinian state to succeed? A new Palestinian state would face a wide range of political, economic, social, and environmental challenges. An interdisciplinary RAND team worked with Palestinians, Israelis, and the international community to develop a comprehensive nation-building plan to address these challenges and facilitate the state's success.

RAND's work, which originated with and was managed by RAND Health, is the first comprehensive, multi-sector analysis of evolving needs in the region, examining governance, security, economic development, health, education environment, infrastructure, and urban planning. Although RAND's analysis focuses on strengthening a Palestine state once it is established, many of RAND's recommendations could be implemented today.

Since publication of the initial studies in 2005, RAND has continued to work with international and Palestinian experts on issues identified in RAND's study. For example, RAND is collaborating with Columbia University's Institute on Human Nutrition to assist the United Nations Relief Works Agency (UNRWA) in Palestine in strengthening UNRWA's primary care delivery system, particularly with respect to nutrition and the prevention and management of chronic illness.
