Promising Practices
The mapping tool was developed to help state and local public health departments develop emergency preparedness plans to address the unique issues of special needs populations by mapping their location within each community. In addition to the mapping functions of the tool, there are also resources available in the following pages presenting effective strategies and practices from a variety of sources, including peer-reviewed research, government reports, and trade literature to identify priority populations and critical strategies for addressing their needs. These pages also highlight several practices that local public health agencies found to be the most effective for enhancing preparedness planning and response for special needs populations in their area, the challenges they faced in implementing those practices, and the strategies they employed to overcome those challenges. Some of these practices, resources, and strategies are useful regardless of the special needs population being served. These are contained in a section entitled Common Strategies. Others are organized by population of interest.
