The Economic Burden of Providing Health Insurance: How Much Worse Off Are Small Firms?

To date, we know relatively little about the percent of total compensation that small firms pay in the form of health insurance, and how this fraction has changed over time. In this project, we use data from the Employer Cost Index to investigate trends in health insurance costs as a share of total compensation for small firms. Our results, which will explore the cost burden faced by small businesses that offer health benefits, will inform the policy debate on the pros and cons of employer health insurance mandates. This project builds on an existing study funded by the California Health Care Foundation.
