Biography Summary
Stephen Carroll joined RAND in 1968. His research focuses on policy issues in civil justice and in education. Steve's current civil justice work focuses on fraud and abuse in personal bankruptcies and the effects of recent modifications to the bankruptcy law. He recently completed a widely cited analysis of asbestos litigation costs and compensation and an analysis of the losses that could result in each of a large number of terrorist attack scenarios and the effects of alternative federal policies on the ultimate distribution of those losses. He has led several analyses of the effects of various automobile insurance systems.
In education, Steve recently completed an analysis of trends and patterns in California's public K-12 education system. In previous work, Steve has led studies of the effects of budget limitations on the Los Angeles Community College District, of the labor market for teachers in California, and of higher education's likely future prospects and challenges in California, Texas, and Nationwide.
