Biography Summary

Carole Roan Gresenz is a senior economist and the Associate Director of RAND’s Institute for Civil Justice. Within the Institute for Civil Justice, her research has explored the effects of legislation that would remove obstacles to civil litigation against managed care organizations for wrongful benefit denial or delay, described the nature of disputes between patients and managed care organizations, and analyzed the system of external review of managed care organizations’ decisions. Dr. Gresenz has also been active in a number of other health-related research areas. Her current research addresses how characteristics of the local health care market and health care safety net influence access to health care among the uninsured, and in other work, she is evaluating a pathbreaking initiative in Montgomery County, Maryland aimed at improving access to care among the uninsured. Dr. Gresenz has also done research on issues related to mental health and substance abuse. Studies include an analysis of labor market transitions among individuals with mental health problems, a report on children’s use of behavioral health services, analysis of economic well-being among individuals with mental illness, and the relationship between community income inequality and mental health.
