RAND Analysts Present Research at High Level S&T Conference in South Korea
South Korea recently initiated a new and unique system for science and technology policy. To emphasize a government-wide focus on technological development and innovation, the Minister for Science and Technology has been elevated to become one of three deputy prime ministers and given coordination and oversight over all state-funded research and develop as well as all government policies with effect on science and technology.
To inaugurate this change, the Ministry for Science and Technology held a high-level symposium in Seoul on December 8, 2004. Over 290 senior business representatives, academic leaders and government officials were in attendance.
Somi Seong and Steven Popper of RAND were invited to give two of the four keynote presentations at the meeting. Somi and Steven discussed their recent research in the RAND Center for Asia Pacific Policy on policy choices facing Korea in the era of a rising China and also demonstrated their robust decision analysis of future scenarios and strategies out to the year 2015.
The meeting and the presentations were featured prominently in the Korean business and technology press. Somi and Steven also later engaged in private meetings with the Minister, the President of the Korean Institute for S&T Evaluation and Planning (KISTEP,) and other government officials.
