Message from the Director

This issue of the newsletter focuses on China. We announce a new publication on the U.S.-China military-to-military relationship, which recommends increased contacts with China, as well as articles on the resilience of the Chinese economy and Congressional testimony on Hong Kong's recent elections.

China Shows Advantages of Accessible Economy Commentary by William H. Overholt
Shanghai Daily - September 27, 2004

Why has China's economy continued to grow so quickly during the past 20 years, even as the world economy cools down? William Overholt presents five reasons, including China’s shift in the late 1990s to domestic- led growth from export-driven growth and the country's relatively open economy. But despite China's noted economic achievements, challenges for further development exist. Overholt discusses these challenges, starting with the bubbles created by China’s excessive bank lending.

Clashes in China Raise Doubts Over State Control
Murray Scot Tanner quoted
Financial Times - November 3, 2004

In an article about violent clashes between protesters and police in China, Murray Scot Tanner noted that the number of local protests had increased at a minimum rate of 9 percent a year between 1993 and 1999.

U.S.-China Security Management: Assessing the Military-to-Military Relationship

Restrictions on military-to-military relations with China imposed in 2001 stirred a debate on the value of those activities and their place in the overall U.S.-China relationship. This report finds that there is value in military contacts, despite the difficulties. The relationship with China should concentrate on security management rather than on security cooperation.

The Hong Kong Legislative Election of September 12, 2004 Assessment and Implications
By William H. Overholt

Elections for the Legislative Council of Hong Kong were held on September 12. Asia Policy Chair William Overholt presented testimony to the U.S. Congressional-Executive Commission on China on September 23. He discussed implications of the election for the U.S., including the evolving role of democracy and China's policies toward Hong Kong.

The Institute offers programs, including research grants, fellowships, professional training, education, conferences and workshops, and publications.
