Conduct a series of quantitative and qualitative analyses to understand the eligibility among former welfare recipients for Medicaid/Medi-Cal, Food Stamps, and the Earned Income Tax Credit, the magnitude of take-up, its causes, and potential program changes and policy approaches to increase take-up among eligibles.
