Health Insurance Coverage Among Welfare Recipients in California

The process of welfare reform in California, through the CalWORKs program, is well under way. RAND researchers, through a contract with the California State Department of Social Services (CDSS), are undertaking evaluation of the CalWORKs program. The focus of RAND's evaluative efforts has largely been on the employment outcomes of individuals leaving welfare. This project extends the focus to include health insurance outcomes. A centerpiece of the CalWORKs evaluation is a survey of cash assistance recipients, known as the Six County Household Survey (6CHS), that was fielded beginning in the Fall of 1999. The survey targeted 2550 households in six counties: Alameda, Butte, Fresno, Los Angeles, Sacramento, and San Diego. This project analyzes the health insurance outcomes of welfare recipients using data collected in the 6CHS survey.
