Long-Term Family Self-Sufficiency Plan Evaluation

The project includes a qualitative analysis of the utility of the service delivery and planning approach taken by the Long-Term Family Self-Sufficiency Plan (LTFSSP) and the effectiveness of its decision-making process and structures. There are many stakeholders who must be included in the analysis: agency representatives, service providers, research organizations, child and family advocates, and others involved in the planning and implementation of LTFSSP. Therefore, this task requires a major effort on par with the quantitative analyses.

A major component of the evaluation is the collection of the quantitative data. Twelve percent of project costs will be allocated to this effort over the entire three-year period. To understand the effects of the intervention, it is necessary to know the nature of the intervention and when it took place. A survey will be conducted with a person familiar with each of the interventions to determine the characteristics of the intervention. The analysis of the quantitative data, including the projections and development of the "Story Behind the Baseline," is one of the primary components of the evaluation.

An Annual Countywide Evaluation Report will be produced. The report will integrate findings from the projections, "Story Behind the Baselines," process analysis, and the individual project evaluations.
