About LBR

RAND Law, Business, and Regulation (LBR) is a research division within the RAND Corporation, a nonprofit institution headquartered in Santa Monica, California. For more than 60 years, RAND has worked to improve policy and decisionmaking through research and analysis. LBR continues that tradition, advancing understanding of civil justice and business regulation as a foundation for effective policymaking.

LBR research addresses some of the most controversial and challenging issues in civil justice, corporate ethics and governance, and business regulation. Over many decades, our work on civil justice has focused on liability, compensation, and insurance issues that arise when individuals suffer economic and physical harm. More recently, our scope of work has expanded to business productivity, entrepreneurship, corporate governance, and regulation.

LBR research is supported by pooled grants from corporations, trade and professional associations, and individuals; by government grants and contracts; and by private foundations. Our current private sector clients represent a broad spectrum of corporations including insurance, manufacturing, telecommunications, retail, financial services, pharmaceutical, and chemical companies.

LBR builds on a long tradition of RAND research characterized by an interdisciplinary, empirical approach to public policy issues and rigorous standards of quality, objectivity, and independence.
