RAND experts on counterinsurgency efforts in Afghanistan are available to discuss the new U.S. offensive designed to gain control of Helmand Province.

Among the topics they can discuss:

• How does this new offensive differ from previous efforts, and what are its odds of success?
• What is the likely Taliban response?
• What role will the various tribal factions within the province play?
• How do you evaluate the efforts of the Marines to spend more time among the local people in Helmand?

Amb. James Dobbins is a RAND senior fellow and served as President Bush's first Special Envoy to Afghanistan. He is co-author of "America's Role in Nation-Building."

Arturo Munoz is a senior political scientist at RAND and an expert on the security threat and tribal environment in Helmand Province. He recently returned from Afghanistan.

C. Christine Fair is a senior political scientist at RAND who specializes in the internal security environment in Afghanistan and Pakistan. She recently returned from Afghanistan.

William Rosenau is a RAND political scientist specializing in counterinsurgency operations. He is the author of "U.S. Military Doctrine and Counterinsurgency" and "Subversion and Insurgency."

Seth Jones is a RAND political scientist and author of the soon-to-be-published, "In the Graveyard of Empires: America's War in Afghanistan."
