RAND Experts Available To Discuss Insurance Mandates, Other Key Features of Latest Proposed Health Reform Legislation
As the U.S. House of Representatives prepares to debate and vote on its latest health reform proposal, experts from RAND Health are available to discuss many of the key points of the legislation. In addition to providing an overview of the potential impact of the proposal, RAND researchers have expertise on the following topics:
- How effective might health insurance mandates be in motivating uninsured Americans to obtain coverage? RAND's COMPARE project (www.randcompare.org) has modeled the potential impact of many of the proposals for insurance mandates—both those aimed at employers and those directed at individuals.
- What level of penalty is needed to motivate either employers or individuals to comply with insurance mandates? RAND has modeled a number of different scenarios and can discuss the implications of different types and magnitudes of penalty structures.
- How crucial is it to provide subsidies to uninsured Americans who might not otherwise be able to purchase health insurance through an employer or on their own? Modeling done by RAND provides insight into the role that subsidies can play and how many people might need subsidies.
The expert:
Elizabeth McGlynn—Associate director of RAND Health and co-leader of the COMPARE project. She is an expert on the reform proposals, health quality and has led a project to develop recommendations for the state of Massachusetts on reducing health spending.
RAND has created COMPARE (Comprehensive Assessment of Reform Efforts) to help policymakers, the news media and others navigate the complex issues surrounding health care reform. COMPARE, found at www.randcompare.org, is a first-of-its-kind online resource that synthesizes what is known about the current heath care system, provides information on proposals to modify the system, and delivers insight about how potential policy changes are likely to affect health care delivery and costs in the United States.
