Issues and Options for Government Intervention in the Market for Terrorism Insurance

One of the first projects in the CTRMP was to frame the issues that should be addressed in the debate over whether to extend, modify, or end TRIA. The product of this research, Issues and Options for Government Intervention in the Market for Terrorism Insurance, identified five key issues that arise in the debate over TRIA and terrorism risk management and compensation more generally. It also identified options that policymakers might consider in crafting policies that address these issues. This analysis is the first in a series of papers that the CTRMP is planning to publish to inform policymakers on terrorism insurance, compensation, and liability.
