Staff: James Quinlivan
JAMES QUINLIVAN is a senior analyst at RAND. He has done systems analysis research aimed at introducing change and technology into large military and civilian organizations. He has also served as Vice President of the Army Research Division, Program Director for Aerospace and Strategic Technology and Program Director for Strategic Forces within Project AIR FORCE. He holds an M.S. in Applied Mathematics from the University of Colorado, Boulder, and an Engineer's Degree in Operations Research from UCLA.
