Substance Abuse Among Poor Women: Effects of Welfare Reform on Treatment Services and Child Welfare

Federal welfare reform requires participation in work activities as a condition of aid receipt. Support services, such as those for substance abuse and domestic violence, have been mandated to assist recipients of aid in overcoming work barriers. Have these mandates had a measurable effect? The DPRC is collaborating with the University of Maryland to determine whether, for substance-abusing women, there have been changes in admission rates for alcohol and other drug treatment or in child abuse and neglect referrals following welfare reform. Researchers are focusing on jurisdictions in six states varying by region of the country and by program type and maturity. Quantitative analyses are being supplemented by interviews with public-agency employees and their contractors.
