Fiscal Planning Beyond Iraq and Afghanistan

This project will explore Air Force planning and programming options for the constrained fiscal environment that likely will follow U.S. involvement in Iraq and Afghanistan. The project will assume spending reductions consistent with earlier defense drawdowns. The study will explore options affecting the Combat Air Forces, Mobility Air Forces, space, and special ops. It will specifically consider force structure, manpower, modernization, and infrastructure implications associated with various options. This project will be highly interactive with the sponsors and will result in a series of “close hold” briefings identifying a range of alternatives. This research should enable the Air Force to more effectively assess and communicate the best way to adjust to the expected future declining budget environment and put the Air Force in a proactive, rather than reactive, stance when budget options are considered.
