Delivery and Shipping/Handling Charges
We offer the following options for orders shipped within the United States:
- U.S. Postal Service Bookpost Shipping (estimated delivery date of 10-15 business days) – $4 for the first publication and $2 for each additional publication.
- U.S. Postal Service First Class (3-4 business days) - $6 for the first publication and $3 for each additional publication.
- UPS Ground (5 business days) - $6 for the first publication and $2 for each additional publication.
- Federal Express Priority Overnight - $16.00 for the first publication and $3.50 for each additional publication (Federal Express charges an additional $10 for Saturday delivery). Call Customer Service to arrange delivery.
We offer the following options for orders shipped outside of the United States:
- International Economy (22+ business days) = $5 for the first publication and $3 for each additional publication.
- International Second Class Air (15-22 business days) = $7 for the first publication and $4 for each additional publication.
- International First Class Air (7-15 business days) = $9 for the first publication and $5 for each additional publication.

Sales Tax
Sales tax is applicable on purchases shipped to addresses in California, Mississippi, Pennsylvania, and Virginia according to their tax laws:
- California Sales Tax: 8.25%
- Mississippi Sales Tax: 7%
- Pennsylvania Sales Tax: 7%
- Virginia Sales Tax: 5%
If your organization maintains tax exemption status, RAND requires submission of a copy of your organization's tax exemption certificate, containing your status number, via fax or postal mail.

Returns Policy
RAND does not accept returns for refunds or credits. If we have shipped you the wrong document, we will, of course, immediately ship you the correct title at no expense. Contact RAND Customer Service for assistance:

If you are a bookstore, wholesaler, library, or jobber, please contact our United States and Canada distributor or one of our international distributors. They will be happy to process your order on account and can advise you of their return policy.
Temporarily Out-of-Stock Items
RAND makes every effort to ensure that its archival research is readily available. However, occasionally a title is temporarily out of stock and would need to be reprinted. Should this be the case, we will place a backorder for you and charge your credit card or process your check or money order at that time. The title will be shipped immediately upon availability. Reprints of published titles typically ship within five to ten business days.

How to Order RAND Publications

You can also order printed copies by contacting RAND Customer Service, or through our third-party distributors. Some RAND titles are available as translations into a foreign language, and some are available through another publisher.
