U.S. Abortion Policy and Fertility
The U.S. total fertility rate fell sharply beginning in the early 1960s, dropping to below the replacement level in 1972, and to well below the replacement level in the late 1970s. Also in this period, abortion was legalized in several states and then nationally and state policy about funding abortions through their Medicaid programs also changed.
