The Tobacco Settlement Proceeds Act, a referendum passed by Arkansans in the Settlement Agreement funds in seven health-related programs. The act also created the Arkansas Tobacco Settlement Commission (ATSC) to monitor and evaluate the performance of the funded programs. As part of its evaluation function, the ATSC contracted with RAND to serve as an external evaluator. This report documents continued activity and progress by the commission and the seven funded programs.
