We are part of the global RAND Corporation whose mission is to help improve policy and decisionmaking through research and analysis. Facing Human Capital Challenges of the 21st Century — 2008

Countries in the Arab region are faced with the challenge of developing their populations’ skills and technical knowledge, or human capital, in order to compete in the 21st century global economy. The study answers three main questions: What are the human resource challenges each country faces? What education, human capital, and labor market reforms have recently been implemented or are under way to address these challenges? What mechanisms and information are used to assess whether reforms are meeting their objectives, and is there evidence of success?

Developing a School Finance System for K-12 Reform in Qatar — 2009

Reform-minded leaders of Qatar, who have embarked on a sweeping reform of their nation's education system, asked RAND to evaluate the education finance system that has been adopted and to offer suggestions for improvements. The authors analyze the system's evolution and resource allocation patterns between 2004 and 2006 and develop analytic tools for performing the evaluation, including a framework that allows assessment of the system in light of six main objectives: adequacy, efficiency, equity, accountability, transparency, and an appropriate balance between stability and responsiveness. The authors note the considerable progress that Qatar's education reform has made in just a few short years.

The Qatar National Research Fund (QNRF) is intended to be the leading institution in Qatar dedicated to funding research in the Qatari interest. It will address priority economic and social needs and pursue opportunities to attract internationally recognized researchers to study topics of regional and global importance. QNRF is a project of the Qatar Foundation for Education, Science, and Community Development, a nonprofit organization dedicated to cultivating the full potential of the Qatari people through a network of progressive research and educational centers. To lay the groundwork for QNRF, the foundation asked the RAND-Qatar Policy Institute (RQPI) in 2004 to recommend a design and draft business and implementation plans; this report documents the results.
