European governments and citizens want public sectors that deliver services in the most equitable, economical, and efficient way possible. To assess spending and identify cost savings, public sector services increasingly face systematic examination through value-for-money evaluations and performance audits. Deeper understanding of how the policy process works in public sector organisations, from identification to implementation of policies, can lead to greater accountability and improved performance.

RAND Europe has the skills to assist in the evaluation and audit of public sector services. We have developed a unique analytical capacity to underpin and support the evaluation and audit work of European supreme audit bodies, European institutions, national and regional government bodies, charities and private organisations with interests in public policy. RAND Europe has applied its skills to a range of public sector areas including overall performance measurement and improvement, procurement, health and social care and regulation.

Our strategic partnership with the UK National Audit Office, issued in 2006, recognises our skills in audit and evaluation. Through this work, we have developed innovative ways to assess the efficacy and cost-effectiveness of public expenditures.
