RAND Europe recognises the significant challenges countries around the world face in delivering sustainable and inclusive economic growth. We provide research and analysis which informs economic and social policy, with a particular focus on how education and skills systems build human capital, how workforce and employment policies secure labour market participation, and how social policies protect the most vulnerable and enable their contribution to society.

Our interdisciplinary and international research, analysis, and advice have been deployed in all phases in the public policy cycle, from programme appraisal to project implementation, performance monitoring, and impact evaluation.

Van Stolk Interviewed about Age Management Policies in EU Member States — 14 Feb 2012

“In 2040, those over the age of 65 will represent more than 45% of the working age population aged 15-64 in the EU27. The reality is that people will have to work longer in the future, regardless of whether they want to or not. It’s inescapable," said Chris van Stolk in an interview with European Knowledge Networks about his report, Impact of the Recession on Age Management Polices.

Assessing the Effectiveness of Conditional Cash Transfers as a Development Mechanism

Conditional cash transfer programmes (CCTs) are seen as particularly effective in low- and middle-income countries, but relatively little is known about the interface between the supply of services and programme administration and specific human development outcomes. RAND Europe is assessing the effectiveness of CCTs, through a two-year grant from UK Economic Social Research Council and Department for International Development.

ImpactFinder Helps Universities Measure the Impact of their Research

To provide accountability for public investment in research and produce evidence of the benefits of each investment, UK Higher Education Funding Councils will begin using a new Research Education Framework in 2014 to assess the quality and impact of a university's research before providing further funding. RAND Europe and Ranmore Consulting Group have developed the ImpactFinder and offer a package of services to help UK higher education institutions evaluate their research impact.

Understanding European Management of Workplace Safety and Health — 23 Apr 2012

EU-OSHA carried out the first Europe-wide establishment survey on health and safety at the workplace, the European Survey of Enterprises on New and Emerging Risks (ESENER), in 2009. RAND Europe conducted two secondary analysis projects to explore management of safety and health at work and examine how practices vary across Europe depending on, for example, establishment size, location and sector.

Improving Governance of Social Assistance in ASEAN Countries — 05 Apr 2012

Efforts to improve human development outcomes in Southeast Asia are often hindered by problems with the governance of social assistance programmes. Governance broadly refers to the rules that govern interactions in the public sector, the relationships more widely between the public and private sectors, and the interactions between citizens, communities and state. The World Bank commissioned RAND Europe to develop a toolkit on how to improve governance in ASEAN countries.

Developing a Vision for Qatar's School Transportation System — 21 Feb 2012

Considering the challenges associated with continued growth and demographic changes, the government of Qatar is interested in updating its school transportation system (STS). RAND Europe helped to assess the perspectives of parents and school administrators, identify a vision for the STS, and discuss strategies to achieve it. The four elements of the vision: providing safe, efficient, and high-quality transportation; enabling mobility and access; supporting Qatari values and culture; and minimizing the impact on traffic congestion and the environment.
