Improving Local Regulation in the UK

Britain's local regulation landscape has changed considerably over recent years and has created significant challenges for businesses operating across multiple local authority boundaries, such as inconsistent advice and interpretation of regulations, duplication of effort and an absence of effective dispute resolution mechanisms.
To address some of these challenges, the UK Local Better Regulation Office (LBRO) launched the Primary Authority scheme in 2008 and, in January 2010, commissioned RAND Europe to evaluate this scheme.
The main aims of the evaluation are to understand better the challenges for businesses and Local Authorities participating in the scheme and to develop a clear picture of whether the scheme provides value for money through reviewing the costs and benefits involved in operation of the scheme.
