At RAND, Dr. Kelly's research
is principally in the areas of homeland and national security policy.
A retired Army officer, Terry
most recently served as the Senior National Security Officer in the White
House Office of Science and Technology Policy in both the Clinton and
Bush Administrations. Prior to joining the White House Staff, he was the
Chief of Staff of the Critical Infrastructure Assurance Office, preceded
by a tour in the Office of the Secretary of the Army working congressional
affairs for strategic plans and force transformation.
In 1997-1998, Terry served
as a White House Fellow, the nation’s premier leader development
program. During this year he worked primarily on environmental issues,
with a focus on getting financial incentives to encourage major third
world nations to invest in sustainable energy infrastructure on the G8’s
agenda.
Before returning to Washington,
DC, Terry taught as a Visiting Assistant Professor in the Department of
Mathematical Sciences at RPI, and as an Assistant Professor in the Systems
Engineering Department at West Point.
His early years in the Army
were with direct support field artillery units, first with the 82nd Airborne
Division, where he deployed on Operation Urgent Fury (Grenada) and was
awarded the Bronze Star Medal; and later with the 8th Infantry Division
in West Germany during the Cold War, where he commanded a nuclear capable
field artillery battery. After returning from Germany, he served on the
Army Staff, first as the R&D Actions Officer for the Army Deputy Chief
of Staff for Operations and Plans, and later as the Speech Writer for
the Director of Army Force Development.
