Monitoring for Ecosystem Management:
Federal, State, and LocalGovernment Collaboration

For this research project, the Science and Technology Policy Institute has beenanalyzing federal, state and local government collaboration in monitoring forecosystem management. This research will provide input to OSTP and the NSTCCommittee on Environment and Natural Resources (CENR) and their NationalMonitoring Initiative for integrating the Nation's environmental monitoring andrelated research networks and programs.

The methodology used for this analysis is a literature review and three in depthcase studies focused on monitoring programs with significant federal involvement.These case studies are focused on three diverse regions of the country in termsof ecosystems, federal involvement, and monitoring efforts. These areas are: theChesapeake Bay region, Florida and the Pacific Northwest. The institute hasconducted in-depth interviews with state, local and federal governmentrepresentatives in these three areas about their monitoring programs forecosystem management and lessons learned from collaborating with different levelsof government. Through these interviews, this study has emphasized how federalagencies can more effectively work with their regional, state and local partnersin such monitoring efforts.
