Collaboration in EnvironmentalTechnology Development and Diffusion

State and local governments policies and activities play an important role in thedevelopment, diffusion and implementation of environmentaltechnologies. Some of these activities are directly focused on helping thedevelopment of environmental technologies (ex. environmental technology economicdevelopment programs) and/or use of them (ex. pollution prevention technologyassistance) while others are not. However, some of the activities which are notdirectly oriented towards environmental technologies can have a significantimpact on their development and use, such as regulatory policy.

For this project, the Science and Technology Policy Institute has been analyzingrelationships between federal, state and local government's efforts to promotethe development and implementation of environmental technologies with an emphasison innovative regional, state, and local programs. Three main research topics arebeing addressed in this study:

The institute began this study by analyzing a wide range of state and localefforts which impact the development and use of environmental technologiesincluding R&D, demonstration, regulatory policies, financing, verification,economic development, promoting exports and market development, technicalassistance, and pollution prevention assistance. The application of suchtechnologies in infrastructure implementation, ecosystem management, andsustainable community activities was also addressed. In this research, theinstitute performed a general broad analysis of the current status and directionsof such regional, state and local efforts. This task included identifyingcommonalties and differences in objectives, theme and approaches andunderstanding the federal, state and local government relationships.

Based on this initial analysis and OSTP needs, the institute chose three areas toanalyze such issues in greater depth:
