This web site is an information service offered by the RAND Corporation at no charge to users of the World Wide Web. Note that the information on the web site is provided "as is" for general information only.
RAND administers only the www.rand.org, www.ca.rand.org, and www.prgs.edu web sites. RAND's web site may contain links to other web sites. Browser Support Policy
In accordance with the open architecture of the World Wide Web, this site is designed to be platform-neutral and viewable with any WWW user agent. The graphical layout commands conform to Web standards established by the World Wide Web Consortium in 1997. The resulting efficiently-built pages load faster, cooperate better with search engines, are more accessible to users with disabilities, and have a much shorter update cycle.
However, some older browsers (such as Netscape 4 or Internet Explorer 3) are unable to properly process these layout commands. Thus, the site may exhibit unpredictable behavior when displayed by these browsers. This effect is purely cosmetic and will not affect access to the full range of our online tools or resources. RAND is pleased to have other web sites include a link to our site, but reserves the right to not include a reciprocal link. As an institution that helps improve policy and decisionmaking through research and analysis, RAND encourages the widespread dissemination of its research results through this means. It should be noted that such a link does not imply any endorsement by RAND of products or services. In a similar vein, RAND's policy is not to allow other sites to post RAND material directly but rather to link to RAND material on this web site. RAND does not accept paid advertising on this site.
Access to RAND Documents
RAND's premier content resource is the document archive made available through our online bookstore. As a public service, much of RAND's unrestricted work published since 1998 is also available free as downloadable documents in PDF format. You will need Adobe Acrobat Reader version 5.0 or higher to access these files.
RAND's voluntary effort to leverage the accessibility benefits of PDF content builds upon Adobe's commitment to provide tools that support Section 508 compliance for government agencies. This software can be obtained free of charge from the Adobe web site. Adobe provides services on their website that allow blind and visually disabled users to access these documents.
