With its headquarters campus in Santa Monica, the Los Angeles area is understandably the focal point of significant RAND interest. The 2010 Integrated Resource Plan Update developed by the Los Angeles Metropolitan Water District (MWD) includes a preferred resource mix as well as an adaptive management approach to monitor key trends and modify the resource mix as necessary. RAND helped the MWD determine which trends are most useful to monitor.

The Los Angeles Times has published a series of articles and developed a database that include value-added statistical estimates of the effectiveness of individual teachers in the Los Angeles Unified School District based on analyses of student test scores. Although the Times has sought to be clear on this point, some readers of the coverage have inferred that the RAND Corporation did these analyses. That inference is wrong; RAND was not involved in the Times' analysis or reporting.
Research Brief
RAND researchers found no evidence that traditional teacher qualification standards have a substantial effect on student achievement in Los Angeles public schools. Other measures and reward systems might be better at improving teacher quality.
