   <summary type="html">&lt;p&gt;This study concludes that the EC&amp;rsquo;s proposed Audiovisual Media Services Directive (AVMS), which extends television broadcast regulation to Internet Protocol delivery, does not offer firms sufficient regulatory certainty to encourage investment in EU multimedia sectors. The study does not recommend changes to the AVMS, but it does indicate a need for greater regulatory certainty and for commitment to &amp;lsquo;light touch&amp;rsquo; regulation.&lt;/p&gt;</summary>
