United Arab Emirates

Formed in 1971 by the merger of several Persian Gulf states, the United Arab Emirates (UAE) has significant oil reserves and a high per-capita income. Education reform, job creation, and domestic security are priorities for the UAE government. The RAND Corporation opened a new office in Abu Dhabi, the capital city, in 2010 as part of a strategic effort to deliver research and analysis to decisionmakers in the Middle East.
